Class, grace and manners aren't about wealth or social class; they are the result of good parenting, good early childhood education and communities that are willing to extend courtesy before experiencing it! You can't legislate people into caring; young people need to be taught the value of it and sanctioned for not participating in and practicing NOT SO COMMON decency! (BTW, Just a little will take one very far in this life.)
